Scope of Work

Pre-Operational

  • Conduct inspection of the buildings and facilities for defects and non-conformance with the Sales & Purchase Agreement specifications.
  • Preparation of building condition report to recommend repairs & replacements where defects are observed.
  • Collate & compile copy of title(s), as-built plans, certificate of fitness, certificates of warranties, operations manuals, third party contracts and licences.
  • Formulate facilities & property management information monitoring & reporting system.
  • Establish management & control system for the property.
  • Assess inventory of stocks.

Preventive Building Maintenance Programme

  • Ensure fittings and M&E installations are kept in good working order.
  • Prepare comprehensive scheduled work for the technical staff.
  • Formulate and implement security & emergency management policies.
  • Formulate and implement energy conservation policies.

Contract Service Management

  • Routine checks of services (mechanical & electrical systems, pest control, cleaning, security, etc.).
  • Monitor & coordinate work functions of service contractors.
  • Evaluate service contractors’ performance.
  • Administer tender procedures & contract.

Database Management

  • Maintain proper record of the complete set of building plans and operation manuals for all electrical & mechanical systems.
  • Maintain occupancy/tenancy records.

Performance & Audit Reporting Programme

  • Schedule reporting of property improvements & recommendations on upgrading works.
  • Conduct monthly management meetings with the client for constant improvement in the service level.
  • Ensure publication of comprehensive accounts & minutes of Management Council meetings to the owners and/or residents.

Building Operations & Maintenance Management

  • Monitor planned maintenance in respect of all electrical & mechanical equipment.
  • Conduct regular & scheduled inspections on the physical maintenance aspect of the property and submit recommendations, where appropriate.
  • Engage, instruct and supervise contractors or repairers to undertake building maintenance & repair work.
  • Monitor day-to-day operations in respect of security, cleaning, rubbish collection, housekeeping etc.
  • Administer & supervise the appointed service contractors, cleaners, security guards and other building staff to ensure the satisfactory performance of their work.
  • Attend to occupants' inquiries & complaints.
  • Act promptly in issuing reminders/notices of breach or non-compliance of any regulations, house rules or notices of repairs if and when necessary.
  • Advise & assist in the procurement of relevant policies of insurance (Fire & Public Liability).
  • Monitor & optimise operation costs.

Financial Accounting & Administration

  • Establish management information & accounting systems for a better control over costs, budgets, cash flow, credit and also internal work flows & mechanisms.
  • Daily finance operations upkeep including issuance of invoices & statements, collections, payments and banking matters.
  • Record keeping and updating of accounting records for monthly management reports and yearly financial statements & reporting.
  • Monthly analysis of budget variances.
  • Prepare cost & budgetary control report.
  • Ensure internal control systems are in place to prevent any irregularities and misappropriation of funds.
  • Implementation of cash flow measures.
  • Facilitate the annual audit of management accounts.
  • Provide secretarial services for Annual General Meetings.

Credit Control Policy & Procedures

  • Closely monitor the outstanding amount of arrears for each unit.
  • Systematically issue reminders & notices to defaulters.
  • Take action against defaulters for debt recovery.
